Red Bluff Express Pipeline, LLC

The Red Bluff Express Pipeline project is approximately 80 miles of 30-inch, 36-inch and 42-inch diameter pipe designed to transport approximately 1.5 billion cubic feet per day (BCf/d) of clean-burning natural gas in West Texas. Texas-based Energy Transfer Partners is responsible for constructing and operating the pipeline which will traverse Reeves, Loving, Ward, and Pecos counties.

The project is organized into three parts. The 36-inch first segment will traverse approximately 11 miles of northern Reeves County from the Ramsey Gas Processing Plant to the Red Bluff Gas Processing Plant in Orla, Texas. From there, the gas will be transported approximately 63 miles on 42-inch pipe to the Waha Hub outside of Fort Stockton, Texas, in northern Pecos County. An approximate 6-mile, 30-inch lateral pipeline will connect to the main segment to carry gas from the new Mentone Gas Processing Plant in Loving County.

The Red Bluff Express Pipeline will enable natural gas from the Ramsey Plant to reach new market outlets, thereby encouraging continued production in the U.S. energy sector. New pipe purchased for this project is being manufactured by Welspun in Little Rock, Arkansas. Construction is proposed to begin in November of 2017 and the project is anticipated to be in service by May of 2018.
