Trunkline Open Season

Trunkline Gas Company, LLC (TGC) is soliciting binding bids from Shippers interested in acquiring interim firm backhaul capacity of up to 100,000 MMBtu per day on its system under its Enhanced Firm Transportation (EFT) Rate Schedule.  As noted in TGC’s earlier postings (Notice ID 30834, ID 31963 and ID 41468), TGC undertook the early expansion of backhaul capacity within TGC’s Zone 1A that is planned for service to the Lake Charles LNG facility.  This early expansion went into service as of January 1, 2024 and TGC now will be able to offer firm backhaul capacity of 100,000 MMBtu per day on an interim basis as set out herein, including with no Right of First Refusal (ROFR) rights.        

 

The service that is the subject of this open season is anticipated to start April 1, 2024.  Note, that the beginning of service to Lake Charles LNG is currently expected to be as early as November 1, 2028.  Therefore, if a Shipper bids a term that extends past October 31, 2028, then such contract is subject to termination by TGC as early as of October 31, 2028.  For such a contract, TGC will provide Shipper a notice at least six (6) months prior to the then expected in-service date of Lake Charles LNG, which in-service may be as early as November 1, 2028, notifying Shipper whether such capacity will continue to be available to Shipper.  In the event that such capacity will not be used for service to the Lake Charles LNG facility, then Shipper’s contract will continue for the term stated therein. 

 

Bids will be evaluated based on the following criteria:

 

Primary Receipt Points: Receipt points in TGC’s Zone 1A (subject to available capacity)

Primary Delivery Point: Delivery points in TGC’s WLA area of the Field Zone

Open Season CQ:             up to 100,000 MMBtu/d

Start Date:                          April 1, 2024

Term:                                    Minimum term of 4 years and 7 months (i.e., expiration date of October 31, 2028) and no maximum term, provided that such agreement is subject to termination as early as October 31, 2028 as noted above; no agreement will have ROFR rights

Minimum Rate:                Maximum tariff rate

 

Any interested party must complete the attached binding bid form and return it to TGC via email or fax as directed below.  The deadline for submitting bids is 12:01 PM CST on February 2, 2024.

 

All bids shall be deemed to be binding on Shippers upon the conclusion of the bidding period.   TGC reserves the right to reject any and all bids, including non-conforming bids.  Bids that do not meet the criteria set forth above, are incomplete or would require changes to the EFT Form of Service Agreement set forth in TGC’s Tariff (except as provided for above) will be deemed non-conforming bids.  TGC’s discretion to reject or accept a bid, including any non-conforming bid, shall be exercised on a not unduly discriminatory basis.  The termination and restriction on extension provisions noted above are subject to receipt of all necessary FERC approvals. 

 

After the close of this Open Season, TGC will evaluate all conforming and acceptable bids.  Awards of capacity will be governed by GT&C Section 10.9 of TGC’s Tariff and bids will be evaluated based on the net present value of such bids calculated pursuant to GT&C Section 10.3 of TGC’s Tariff.
